Provision 4.x CLI Planning Session

We are rebuilding Aegir's Provision into a standalone CLI based on Symfony Console and components, leveraging Robo as a framework.

This brand new CLI makes launching drupal sites as easy as possible on any system: local or server, Apache, nginx, Docker, and even php's built in webserver.

As a bonus, it's written in PHP and Symfony, making it really easy to contribute to.
